IT Leadership II performs high-level professional or technical IT activities for specialized, complex and/or functional areas requiring the expert knowledge and professional application of IT principles, practices and techniques in accordance with industry standards and university policy. Generally responsible for managing a large IT unit/department or multiple functions within a department supervising senior level and entry level professional IT personnel and other staff. May be responsible for establishing policy, procedures and standards that ensure the protection and security of IT functions. Additional Department Summary: The Associate Technology Center Director (ATCD) provides management for a substantial portion of the projects, activities, finances and/or people associated with the Center for Advanced Public Safety (CAPS). An ATCD will typically manage a business unit within CAPS, but an ATCD may also manage major functions that intersect all business units across CAPS (ie, "cross-unit functions"). For an ATCD serving as a business unit manager, the ATCD will manage one or more major multi-layer units within the Center for Advanced Public Safety (CAPS). Activities include management of and total responsibility for multiple contracts and grants that fund the unit. Each unit operates as independent cost center within CAPS, and must fully fund its own projects and personnel. As such, there is a substantial level of responsibility by the ATCD to ensure that the unit operates in a financially sound manner. For business unit managers, the responsibility of acquiring new and continued funding relies solely on the ATCD. Since CAPS is funded by external sources, this is essential to continuing the ATCD's unit. Activities include building and sustaining relationships with external sponsors and seeking out new sponsor opportunities. The ATCD will serve as the principal investigator on multiple contracts/grants within the unit and assumes the complete fiscal responsibility for each contract/grant. Each multi-layer unit has internal management hierarchies that requires substantial supervision of internal managers at different levels. The ATCD is responsible for directing multiple projects and ensuring the appropriate effort is allocated to each project within the unit. This requires constant monitoring of project budgets and timelines. Project deliverables must correlate with the given project budget. For an ATCD leading cross-unit functions, the ATCD will provide total responsibility for those functions, and will support the various business unit leaders in those areas. In such cases, the functional leadership required involves a level of responsibility similar to the business unit leaders. In terms of supervisory responsibility, the ATCD will be the supervisor of record for some employees, but will share supervisory responsibility for many other employees in a standard matrix organizational structure. Required Minimum Qualifications Bachelors degree and 7 years progressively responsible professional IT experience OR Masters degree or higher and 5 years progressively responsible professional IT experience. Knowledge of advanced programming, networking, system skills, or security technology. Advanced knowledge of project management methods and applications. Supervision of people or financial resources. May require advanced level training or certification. Skills and Knowledge: It will be helpful to have advanced knowledge of project management methods and applications. Also familiarity necessary with basic concepts of software management, .NET technologies, Web services, Gantt charts, PERT charts, critical path methodologies and project management tools, such as MS Project. Candidate must have excellent written and verbal communication skills. Very strong organizational skills are also needed. Preferred Qualifications: BS degree in engineering or a business discipline (eg, management or accounting) and at least 10 years of business experience, including at least 7 years of experience at the IT management level. 61 Monthly (exempt): - Minimum - $ 59883.24 Midpoint - $ 87131.16 Prior to hiring, the final candidate(s) must successfully pass a pre-employment background investigation.
